El Santo Padre Francisco mediante la Bula Misericordiae vultus de 11 de abril de 2015 abre un camino de gracia especial para la Iglesia y el mundo entero al convocar un Jubileo Extraordinario de la Misericordia. El A o Santo se abrir el pr ximo 8 de diciembre de 2015, Solemnidad de la Inmaculada Concepci n. Ese d a el Santo Padre abrir en la Bas lica de San Pedro la Puerta Santa, que ser una puerta de la misericordia a trav s de la cual cualquiera que entre podr experimentar el amor de Dios que consuela, perdona y ofrece esperanza. El Papa ha establecido que en cada Iglesia particular el tercer domingo de adviento, 13 de diciembre, se abra una id ntica puerta de la misericordia, facultando al Obispo diocesano a llevarlo a cabo. En cumplimiento de lo establecido por el Santo Padre, llevar a cabo la apertura de la Puerta Santa de la Misericordia en la Santa Iglesia Catedral de Nuestra Se ora de Guadalupe. Invito a todos los sacerdotes a que en sus respectivas comunidades, en el momento m s oportuno, se realice una celebraci n especial, incrementando la oportunidad de impartir y recibir el sacramento del perd n, a fin de recuperar o acrecentar la vida de la gracia, uni ndose like a este Jubileo extraordinario.
El A o Jubilar concluir, en Roma, en la solemnidad lit rgica de Jesucristo Rey del Universo, el 20 de noviembre de 2016. El Santo Padre pide que una semana antes se cierre la Puerta Santa de la Misericordia en las Iglesias particulares. Por este motivo, el domingo 13 de noviembre de 2016 en nuestra Di cesis cerrar la Puerta Santa en la Iglesia Catedral.
El Jubileo lleva tambi n consigo la referencia a la indulgencia. En el A o Santo de la Misericordia ella adquiere una relevancia particular Misericordiae vultus, n. 22.
Por tal motivo se establecen tambi n como lugares de peregrinaci n para ganar la Indulgencia jubilar en la Arquidi cesis de Tijuana, adem s de la Iglesia Catedral, las sedes decanales, a saber las parroquias: Divina Providencia, Ntra. Sra. de San Juan de los Lagos, Ntra. Sra. del Carmen, San Jos Col. Alem n, Santa Mar a Estrella del Mar, Sr. de la Misericordia, Ntra. Sra. de Guadalupe La Mesa, Ntra. Sra. de la Asunci n, Inmaculado Coraz n de Mar a El Florido, La Ascensi n del Se or, San Ignacio de Loyola, Ntra. Sra. de Guadalupe Tecate y, Ntra. Sra. del Rosario de F tima Playas de Rosarito.
1- Los fieles est n llamados a realizar una breve peregrinaci n hacia la Puerta Santa, abierta en la Catedral Metropolitana Ntra. Sra. de Guadalupe, como signo del deseo profundo de aut ntica conversi n.
2.- Ser necesario acompa ar esta celebraciones con la profesi n de fe y con la oraci n por la intenciones del Papa por el bien de la Iglesia y de todo el mundo.
3.-Cada vez que un fiel realice personalmente una o m s las obras de misericordia corporales y espirituales obtendr ciertamente la indulgencia jubilar. De aqu el compromiso a vivir de la misericordia para obtener la gracia del perd n completo y total por el poder del amor del Padre que no excluye a nadie. Ser, por lo tanto, una indulgencia jubilar plena, fruto del acontecimiento mismo que se celebra y se vive con fe, esperanza y caridad.
4.- Sobre los enfermos y las personas ancianas que no pueden salir de casa, ganar n la indulgencia viviendo la enfermedad y el sufrimiento como experiencia de cercan a al Se or que en el misterio de su pasi n, muerte y resurrecci n indica la v a maestra para dar sentido al dolor y a la soledad. Viviendo con fe y gozosa esperanza este momento de prueba, recibiendo la comuni n o participando en la Santa Misa y en la oraci n comunitaria, tambi n a trav s de los diversos medios de comunicaci n, ser para ellos el modo de obtener la indulgencia jubilar.
5.- Sobre los presos, en las capillas de las c rceles podr n ganar la indulgencia, y cada vez que atraviesen la puerta de su celda, dirigiendo su pensamiento y la oraci n al Padre, pueda este gesto ser para ellos el paso de la Puerta Santa, porque la misericordia de Dios, capaz de convertir los corazones, es tambi n capaz de convertir las rejas en experiencia de libertad.
6.- Indulgencia para los difuntos: de igual modo que los recordamos en la celebraci n Eucar stica, tambi n podemos, en el gran misterio de la comuni n de los santos, rezar por ellos para que el rostro misericordioso del Padre los libere de todo residuo de culpa y pueda abrazarlos en la bienaventuranza que no tiene fin.
Pido tambi n Organice cada Parroquia de la Arquidi cesis en el tiempo oportuno una peregrinaci n a uno de los lugares establecidos por este decreto, cumpliendo todas las normativas establecidas, preparando a los fieles para ese momento y haciendo jornadas penitenciales, intensific ndolos en los tiempos de Adviento y de Cuaresma.
As mismo, que en los lugares de peregrinaci n se hagan jornadas penitenciales de parte de los sacerdotes Diocesanos y Religiosos, algunos d as del a o para atender el Sacramento de la Reconciliaci n y se concede a todos los sacerdotes la facultad de absolver del pecado del aborto durante el a o jubilar.
Por ltimo h gase p blico el presente Decreto el domingo 6 de diciembre, del presente a o en todas las parroquias de la Arquidi cesis.
Las determinaciones del presente Decreto entrar n en vigencia a partir del d a 13 diciembre.

En breve tendr la alegr a de abrir la Puerta Santa de la Misericordia. Como hice en Bangui, cumplimos este gesto, a la vez sencillo y fuertemente simb lico, a la luz de la Palabra de Dios que hemos escuchado, y que pone en primer plano el primado de la gracia. En efecto, en estas lecturas se repite con frecuencia una expresi n que evoca la que el ngel Gabriel dirigi a una joven muchacha, asombrada y turbada, indicando el misterio que la envolver a: Al grate, llena de gracia Lc 1, 28.
La Virgen Mar a est llamada en primer lugar a regocijarse por todo lo que el Se or hizo en ella. La gracia de Dios la envolvi, haci ndola digna de convertirse en la madre de Cristo. Cuando Gabriel entra en su casa, tambi n el misterio m s profundo, que va m s m s all de la capacidad de la raz n, se convierte para ella en un motivo de alegr a, motivo de fe, motivo de abandono a la palabra que se revela. La plenitud de la gracia transforma el coraz n, y lo hace capaz de realizar ese acto tan grande que cambiar la historia de la humanidad.
La fiesta de la Inmaculada Concepci n expresa la grandeza del amor Dios. l no s lo perdona el pecado, sino que en Mar a llega a prevenir la culpa original que todo hombre lleva en s cuando viene a este mundo. Es el amor de Dios el que previene, anticipa y salva. El comienzo de la historia del pecado en el Jard n del Ed n desemboca en el proyecto de un amor que salva. Las palabras del G nesis nos remiten a la experiencia cotidiana de nuestra existencia personal. Siempre existe la tentaci n de la desobediencia, que se manifiesta en el deseo de organizar nuestra vida al margen de la voluntad de Dios. Esta es la enemistad que insidia continuamente la vida de los hombres para oponerlos al dise o de Dios. Y, sin embargo, tambi n la historia del pecado se comprende s lo a la luz del amor que perdona. El pecado s lo se entiende con esta luz. Si todo quedase relegado al pecado, ser amos los m s desesperados de entre las criaturas, mientras que la promesa de la victoria del amor de Cristo encierra todo en la misericordia del Padre. La palabra de Dios que hemos escuchado no deja lugar a dudas a este prop sito. La Virgen Inmaculada es para nosotros testigo privilegiado de esta promesa y de su cumplimiento.
Este A o Extraordinario es tambi n un don de gracia. Entrar por la puerta significa descubrir la profundidad de la misericordia del Padre que acoge a todos y sale personalmente al encuentro de cada uno. Es l el que nos busca. Es l el que sale a nuestro encuentro. Ser un a o para crecer en la convicci n de la misericordia. Cu nto se ofende a Dios y a su gracia cuando se afirma sobre todo que los pecados son castigados por su juicio, en vez de destacar que son perdonados por su misericordia cf. san Agust n, De praedestinatione sanctorum 12, 24 S, as es precisamente. Debemos anteponer la misericordia al juicio y, en cualquier caso, el juicio de Dios tendr lugar siempre a la luz de su misericordia. Que el atravesar la Puerta Santa, por lo tanto, haga que nos sintamos part cipes de este misterio de amor. Abandonemos toda forma de miedo y temor, porque no es propio de quien es amado; vivamos, m s bien, la alegr a del encuentro con la gracia que lo transforma todo.
Hoy, aqu en Roma y en todas las di cesis del mundo, cruzando la Puerta Santa, queremos recordar tambi n otra puerta que los Padres del Concilio Vaticano II, hace cincuenta a os, abrieron hacia el mundo. Esta fecha no puede ser recordada s lo por la riqueza de los documentos producidos, que hasta el d a de hoy permiten verificar el gran progreso realizado en la fe. En primer lugar, sin embargo, el Concilio fue un encuentro. Un verdadero encuentro entre la Iglesia y los hombres de nuestro tiempo. Un encuentro marcado por el poder del Esp ritu que empujaba a la Iglesia a salir de las aguas poco profundas que durante muchos a os la hab an recluido en s misma, para reemprender con entusiasmo el camino misionero. Era un volver a tomar el camino para ir al encuentro de cada hombre all donde vive: en su ciudad, en su casa, en el ; dondequiera que haya una persona, all est llamada la Iglesia a ir para llevar la alegr a del Evangelio y llevar la misericordia y el perd n de Dios. Un impulso misionero, por lo tanto, que despu s de estas d cadas seguimos retomando con la misma fuerza y el mismo entusiasmo. El jubileo nos estimula a esta apertura y nos obliga a no descuidar el esp ritu surgido en el Vaticano II, el del Samaritano, como record el beato Pablo VI en la conclusi n del Concilio. Que al cruzar hoy la Puerta Santa nos comprometamos a hacer nuestra la misericordia del Buen Samaritano.
