Ive used Photoshop Elements since version 2 and I strongly believe it will be the best photo-editing program AND digital painting program designed for under 100. It will do almost all of the editing tasks that this full version of Photoshop does but at the fraction with the cost. Plus, since Photoshop Elements will depend on the full version of Photoshop all you could learn is usually easily translated to the whole version if you opt to purchase a subscription for Photoshop CC Creative Cloud. This would be the software I have my students purchase for your Digital Photography and Digital Painting college classes that I teach.
